Hauser, Paudler in rematch for town job

The electoral race for the job of Onalaska town chairman features the same two players as two years ago — Stan Hauser and David Paudler — only this time the roles are reversed. Hauser is the incumbent this time, having unseated Paudler in the last election.

In an effort to help voters get to know the candidates in contested races better, we sent them questionnaires on their background and views on issues the board will deal with. Here are their responses.

Why do you want to serve on the Onalaska Town Board?

  • HAUSER: I enjoy working with the public. I want to make sure that all of the residents concerns are heard instead of only a chosen few.

  • PAUDLER: I believe it’s important to continue and expand intergovernmental cooperation and collaboration to keep taxes down. Boundary agreements should be restarted with our neighbors to ensure the integrity of our boundaries and keep our tax base.

    What personal qualities and experiences make you the best qualified candidate for the job?

  • HAUSER: I feel that I have the ability to resolve disputes so that both parties can feel good about the decision that is made. This is an extremely important quality for the town chairman to have. I have served the town for many years. I believe that the residents have come to know and trust me. I likewise have grown to know many of the residents and have a keen understanding of what is wanted and needed in the town. I bring to the board a conservative view of how the town should or should not be spending their tax dollars. Two years ago I ran for the town chairman position promising to control spending. I feel that I have done that. I am straight forward with people. I tell it like it is. I believe this honest approach is appreciated by our residents.

  • PAUDLER: I believe I’m well qualified for this position because I understand government processes and local issues and have strong leadership ability. In budgeting, I understand the fund accounting process for local government and, as a business owner, I understand the importance of a budget.

    What are the three most important issues facing the Onalaska Town Board and what would your approach to dealing with those issues be?

  • HAUSER: Here are the three most important issues facing the Onalaska Town Board:

    1. Land-use planning. I favor land use planning in concept. It is important that we plan for the future. I caution that this be done in such a way as to not steal the rights from property owners to develop their land. We need to look at different ways to fund programs that will protect future generations’ land use needs and protect the rights of the current land owners. My approach to this would be to go slow. Make sure that what we do is consistent, fair and ethical.

    2. Town services. The town board is charged with the responsibility of providing necessary services to the town residents. The residences of the town pay for this as part of their property taxes. Some of the services provided are street maintainance, garbage collection, recycling and park developement and upkeep. The current financial situation that the country is struggling with is going to affect state, county and local units of government.

    The town board needs to be aware of this and be proactive in controlling spending and looking at ways to become more efficient. I have encouraged the town to partner with other municipalities to share equipment and services to reduce costs and to allow us to continue to offer the services that our residents have come to expect.

    3. Annexation. In past years the town has expierenced annexation by both the village of Holmen and the city of Onalaska. This has slowed down recently because of the weak economy. The town needs to be aware that this will again become a problem when the economy rebounds. The reason that areas annex out of the town are generally for municipal services. The town needs to agressively work with Holmen and Onalaska to come to some type of understanding on common boundaries. The town needs to continue to provide excellant services to the town residents at an affordable price. By keeping town taxes low we will be able to offer a cost effective reason to remain in the town.

  • PAUDLER: Control all the town’s spending in this economic climate. All expenditures need to be examined and all projects need to be planned to provide maximum efficiency. Projects for the town must be projects that will give the best bang for the buck.

    Work to unify the community. This can be accomplished by having listening sessions throughout the year allowing any topic or project to be discussed. This will let the board understand the presenter’s perspective of the topic or project they want the town to act on.

    This will promote and open debate on the pros and cons of each topic or project and the cost they may pose on the tax base. I feel the citizens will be able to walk away with a better understanding of the impacts and other citizens’ feelings on the topic or projects.

    Grant writing and alternate funding sources. We need to look for all possible funding sources such as grants and state and federal funding to subsidize the local tax dollars. By receiving these monies it will enable us to do more for the citizens and community with less local tax burden.

  • AGE: 55

  • EDUCATION: Holmen High School; University of Wisconsin-La Crosse, bachelor of science in geography

  • PROFESSION: President, GCS Software Inc., land records management software

  • PREVIOUS ELECTED OFFICES: Onalaska Town Board for 14 years; Onalaska town chairman for two years

    " Please notice the "they have been disputed" claim, but then no evidence or link to where these statements were disputed. This is yet another FALSE claim.

    These points are indisputable because they come right from the published minutes, and the public record, which is why the statements remain undisputed. "

    " Actually, all of Consider This' points HAVE been thoroughly disputed when such frivolous accusations have come up in the past.

    I agree with headoutofsand. Thank you Mr. Paudler for your fair and transparent government in past years. Also, thank you for your signficant effort in involving an incredible number of citizens in town affairs through well thought out committies. You fairly included citizens with a full spectrum of views and opinions on these committees.

    It is unfortunate that public input disappeared in the last 2 years. Maybe we will see it back in the next 2 years. "

    " 1. Paudler dictated to Grammling when he (Grammling) was chair. Clear violation of the law.

    2. Paudler ignored a request by 200 citizens asking to delay approving the comp. plan.

    3. Paudler ignored a request by the Heritage Hills residents to help with safe water.

    4. Paudler took your right to vote (for a new clerk) away.

    5. Paudler created the administrator position.

    6. Combine points 4, 5 and Paudler increased non-discretionary spending by almost $100,000 EVERY YEAR.

    7. Paudler wanted to use tax dollars to buy property at $10,000/acre and then give it away, leaving the people holding the bag.

    8. Paudler used his unique access to the assessment roll to do a mailing during the last election, something any other citizen would have to pay for, he didn't pay for it.

    Moreover, all these points remain undisputed. "

    Control all Towns spending like spending down your SURPLUS as he did before, investing in more land for FISH and WILDLIFE.

    Listening sessions as he did before discuss it then do it his way.

    Promote open debate but not at a Town Board meeting.

    Grant writing and alternate funding sources meaning more ways to spend your tax monies. Most of these funding are matching grants like 60 40 or 80 20. I wonder what pet projects that Mr Paudler has in mind for us this time. "
