It’s time to think spring ... elections

Election season starts up Dec. 1, when incumbents and others can start taking out papers and getting signatures supporting their candidacy for office.

Incumbents not seeking re-election must file noncandidacy papers by Dec. 21.
Candidates must be an eligible voter in the district for which he or she is seeking election to, must have lived in that district at least 10 days, be a U.S. citizen and at least 18 years of age.

Candidates cannot be convicted felons, nor have been convicted of a misdemeanor involving a violation of public trust, unless pardoned.

Before announcing the intent to run, solicit funds or campaign for votes, candidates must file a campaign registration Statement (GAB-1) and file a Declaration of Candidacy (GAB-162) in order to be placed on the ballot. Candidates must file circulation papers (GAB-169) with the required number of signatures of support.

Nomination papers for area candidates of villages and towns must have a minimum of 20 signatures and a maximum of 100. Candidates for the Onalaska Common Council must also have a minimum of 20 and a maximum of 40 signatures.

Candidates for the county board must have at least 50 signatures and a maximum of 200.

All documents can be found on the State Elections Board Web site under “Forms” at elections.state.wi.us .

The deadline for filing completed candidacy and nomination papers is Jan. 5, 2010, at 5 p.m. Papers must be filed in the municipal or school district office.

County board candidates must file in the county clerk’s office.

Anyone wishing to challenge another candidate’s nomination papers must make that challenge by Jan. 8, 2010 at 5 p.m.

In the event a primary is necessary, it will be held Feb. 16, 2010 in the appropriate municipality or district.

Below is a list of area seats open for election:

Holmen Village Board

Three trustee seats on the are up for reelection for two-year terms: Ryan Olson, Neal Forde and Chris Schmid.

Schmid was appointed in May 2009 to fill the remainder of Nancy Proctor’s trustee term when she was elected village president.

Forde has served on the board since 1997, and Olson has been on board since 2006.

Onalaska council

Three Onalaska Common Council members are up for re-election. The incumbents are: Jim Olson in District 1; Clarence Stellner in District 2; and Kim Smith in District 3.

Olson was elected to office in 1998, Stellner in 2006 and Smith in 2004.

Newly elected council members will begin their new two-year terms April 20, 2010.

Onalaska Town Board

Two offices are open for election: Supervisor III, currently held by Shane Davis, and Supervisor IV, held by Howard Kelly. Davis is a local builder who came on the board in 2008 to complete Jeff Henessee’s term. Kelly was elected to the board in 2008.

Holland Town Board

Two supervisors are up for re-election on the Holland Town Board: Kathleen Dummer, Supervisor 3, and David Carlson, Supervisor 4.

Dummer was elected in 2006 and Carlson was first elected in 2001, lost in 2002 and was re-elected in 2004.

Holmen School Board

Tim Medinger and April Young are up for re-election on the Holmen School Board; both are three-year terms.

Medinger has been on the board since 2007, and Young was first elected to the board in April 2004.

Onalaska School Board

School Board President Mark Cassellius and board member Ann Garrity said they will run for re-election in the spring election.

Cassellius, 51, has been on the school board for 12 years. He was voted president of the board in 2008, when the former President Kirby Lentz declined to run for re-election.

Garrity, 42, a social worker, has been on the board three years.

La Crosse County Board

All 35 county supervisors are up for re-election in the spring 2010 elections. Candidates for the county board must have a minimum of 50 signatures of voters in the district being sought.

Here are the incumbents for Onalaska and Holmen area districts:

  • 26th District: Vicki Burke

  • 27th District: Marilyn Pedretti

  • 28th District: Steve Doyle

  • 29th District: Monica Kruse

  • 30th District: Charles A. Spiker

  • 31st District: Ann Fisher

  • 32nd District: Arlene M. Benrud

  • 33rd District: Jim Berns

  • 34th District: Tina Wehrs

  • 35th District: Joe Bilskemper
