LETTER: Board blundered when they hired Kitzmann

Town of Onalaska residents who are aware of some of the “goings-on” at the town hall recently should make an effort to understand the facts, rather than rumors and hearsay.

Town Chairman Stan Hauser did not follow the town’s own adopted hiring procedures and policy (9/7/2005) when he selected Paul Kitzmann as the town’s administrator. Here are just a few of the items he ignored:
  • Applicants will be disqualified if:

    -- He/she is lacking in any of the established requirements for the position;

    -- If he/she has demonstrated poor interpersonal or leadership skills.

  • The board may select candidates and interview them at a board meeting or refer them to an interview panel made up of board members and residents. The town secretary should send out references.

    A copy of the hiring policy is available at the town hall.

    Kitzmann is inexperienced at supervising staff, has no administrative or office experience and contributed to the resignation of a long-time employee. Many town residents attended three meetings to voice their concerns about the hiring of Kitzmann as town administrator, but those concerns fell on deaf ears.

    Kitzmann has stated in a very unprofessional public manner that town staff has destroyed or altered public records. Town clerk duties are assigned by statute as well as the board adopted clerk’s job description, including posting meeting notices, creating a record of meetings (meeting minutes) and being the official keeper of all town records.

    It is the job of the town clerk to maintain records. Clerks and office staff are specifically trained to do this. The administrator does not have the authority to alter official town records, which is exactly what he has admitted in this newspaper and at board meetings that he is doing.

    I repeatedly asked the town chairman to give Tim Dienger health benefits for his wife and two small children but Hauser refused. Kitzmann, with his complete lack of qualifications, enjoys full health care and retirement on the taxpayer’s dollar.

    Please consider carefully who you will vote for on April 7. Two years ago, Hauser and Supervisors Joe Schaller and Warren Booth made bogus claims days before the election about the town budget being overspent by hundreds of thousands of dollars, and then a week later Hauser admitted the budget had actually been underspent. What will they come up with this year?

    Dave Paudler hired a highly qualified, successful individual for town administrator who is greatly missed. Dave involved residents in the decision and made the process open to anyone who asked. I will be voting for Dave Paudler, Marc Schultz and Steve Michaels and I ask you to vote for them as well.

    4. Mr. Paudler, thanks for past appropriate and fair handling of personnel issues in the town. It is unfortunate that a dedicated town secretary of 12 years has left employment in the town, due to progressing workplace friction during your absence in the last 2 years.

    5. Mr. Paudler, thanks you for foresight in developing an administrator position and applying an appropriate selection and hiring process. Unfortunately this process was not recently followed by 3/5 of the current board. "

    8. Mr. Paudler, thank you for your honesty, integrity and respect for the election process. You did NOT stoop to the depth of your opponents in the last election and use, in any manner, false financial information in attempt to mislead voters. You also chose in this election to again not publish false information insulting voters and the election process. "

    Second, all of the statements I posted about Paudler are factually correct and have never been disputed.

    ConsiderThis, your list of misinformation has been disproven many times before but you keep bringing them up. Wishing doesn't make it so. You have no credibility with anyone, just like your boy Hauser. "

    it was you that started a complaint that will go no where just like the last complaint.

    " Paudler has BLUNDERED also

    1. Paudler dictated to Grammling when he (Grammling) was chair. Clear violation of the law.

    2. Paudler ignored a request by 200 citizens asking to delay approving the comp. plan.

    3. Paudler ignored a request by the Heritage Hills residents to help with safe water.

    4. Paudler took your right to vote (for a new clerk) away.

    5. Paudler created the administrator position.

    6. Combine points 4, 5 and Paudler increased non-discretionary spending by almost $100,000 EVERY YEAR.

    7. Paudler wanted to use tax dollars to buy property at $10,000/acre and then give it away, leaving the people holding the bag.

    8. Paudler used his unique access to the assessment roll to do a mailing during the last election, something any other citizen would have to pay for, he didn't pay for it. "
