Complaint filed against town board members, administrator over closed meeting

La Crosse County officials are investigating whether three members of the Onalaska town board and the town administrator violated state open meeting laws last week.

A complaint filed Friday by former board member Sue Cejka accuses town Chairman Stan Hauser, Administrator Paul Kitzmann and board supervisors Warren Booth and Joe Schaller of convening in closed session at 6 p.m. March 17 without posting notice 24 hours in advance as required by state statute and without notifying media outlets.
Hauser said the notice for the special town board meeting was posted by 5 p.m. March 16. “I know it was all done legally,” he said.

The meeting involved “personnel” issues, Hauser said, and not enough time was available to notify the media.

But Cejka contends the meeting agenda was posted late, was not in the correct form and the men stayed in the locked town hall after the meeting adjourned.

La Crosse County District Attorney Tim Gruenke has asked the sheriff’s department to investigate.

Now whether Schultz or Kelly are "Finnish" like ht blast claims, I can't say for sure. My best guess is that Schultz is 'German' and Kelly is 'Irish'. "

there was 4 board members at that meeting. how come there are no charges agenst mr. kelly "

Thanks for your response and the clear answer.

Consider saving your breath/finger tips however. It is clear that in the minds of contributors such as 'ht bast' and 'Consider This' you will never win a debate. If it appears you are, then the topic of the debate changes again and again.

It is unfortunate that this appears to be the same behavior being demonstrated by chairman Hauser and supervisors Booth and Schaller. They never will admit a mistake. It is always someone elses fault.

Currently you, and lately it seems Mr. Davis, are the only clear thinkers on the town board.

.....it will be interesting to view what disjointed subjects Consider This and ht bast will bring up next in response to this post, but I am tempted to not wait to see. "

Come to a twon meeting and see how much attention I pay to citizens and their thoughts. I do so because i was elected to do so and if they take the time to be there, they deserve it. Sue will not oversee the election, Gail Fitzen who is trained will do it.

(3) Public notice of every meeting of a governmental body shall be given at least 24 hours prior to the commencement of such meeting unless for good cause such notice is impossible or impractical, in which case shorter notice may be given, but in no case may the notice be provided less than 2 hours in advance of the meeting.

** Notice 2 hours **

First, Hauser can argue that they needed an emergency meeting because of the secretary's knowledge of account numbers, passwords, etc. The board would need to direct Kitzmann to REVOKE the secretary's access to such things.

Although I'm no fan of Hauser, I DON'T think this is as cut and dried, as it seems. "

if it is not true and if Cejka knows it not true dose she face the same scrutiny? "

" Paudler and Cejka pushed to take the right to VOTE away from the people. Paudler and Cejka pushed for a town administrator. If it hadn't been for Paudler and Cejka, the town wouldn't be in this mess at all.


Given that Sue Schultz is town clerk, and her husband is running for office, did Cejka ask her to step aside? Did Cejka ask the county/state for OVERSIGHT of this election?

No, she did not!

So is Cejka really "asking our town to follow the rules" or is she just participating in furthering her own self-interest? "

" I can appreciate the fact that this fiasco is being looked into...we as residents do not get the whole story through any venue. The Town is in a bad spot. It's poor decision-making. I have not been involved....but plan to be more involved. Candidates need to realize that they are not in their seats to do what THEY want to do. They are to be voices for their constituents. This concept has been lost at all levels. I give Hauser credit for being a better listener than Paudler....but discredit him for continuously siding with the left hand side of his table. I think an open Town meeting is necessary.....new board or old....soon....or the entire facade will crumble. "
