Longtime town of Onalaska Secretary Peg Hanson resigned Tuesday, effective immediately.
Town Clerk Sue Schultz said Hanson, secretary for 12 years, did not cite reasons for leaving. Hanson could not be reached for comment.
Schultz said the town’s work environment has grown hostile since Paul Kitzmann became town administrator in January.
Kitzmann has sent “harassing” e-mails to both of them, Schultz said.
Kitzmann said the e-mails were polite and included questions of procedure.
It is not known whether Hanson’s resignation was related to the closed-session meeting hastily called for Tuesday evening. The meeting notice wasn’t posted in town until late Monday, before her resignation.
Town Supervisor Howard Kelly objected to Tuesday’s closed session, saying it hadn’t been legally posted, but was outvoted by other board members.
Under state open meetings law, meeting notices must be posted at least 24 hours in advance. Town Chairman Stan Hauser said Tuesday the agenda was legally posted at three town sites within 24 hours of the meeting.
The agenda also did not list the subject of the meeting, just “closed session pursuant to Wisconsin State statutes 19.85 (1)(c).” The town also did not notify the media as in the past.
After the meeting, Hauser said he had not had a chance to talk with Hanson. “My relationship with her has been a good one,” he said.
Hauser declined to discuss what happened in closed session, saying only that it focused on personnel matters involving Schultz, Kitzmann and Bud Raymer, the town assessor and building inspector.

I have to agree with you on one point; Kitzmann's minutes are considerably more informative.
Now, did you notice the March 19, 2009 board meeting agenda posted on the Town of Onalaska site. Its an agenda for the Town of Burns.
Guess they need to work on their communication skills a little. "
